THE VARIETY OF KIDS AND ADULTS WHO COME THROUGH THOSE DOORS IS AMAZING.

EVERY PRACTICE SESSION IS FULL OF ENERGY, GROWTH, AND ENCOURAGEMENT, ALWAYS GETTING US READY TO COMPETE AND REPRESENT OAK CREEK PROUDLY AT TOURNAMENTS. OAK CREEK IS WHERE I'VE GROWN, BOTH AS A PLAYER AND AS A PERSON.

THE LESSONS I'VE LEARNED GO FAR BEYOND TENNIS.

DISCIPLINE, SPORTSMANSHIP AND RESILIENCE. AND ESPECIALLY THROUGH THE FRIENDSHIPS WE'VE BUILT, WE JUNIOR PLAYERS HAVE LEARNED THAT WE NEVER LET UP AND WE NEVER GIVE UP NO MATTER WHAT.

THE REASON I'M SPEAKING TODAY IS BECAUSE OAK CREEK HAS SHAPED WHO I AM AND HAS DONE THE SAME FOR COUNTLESS OTHERS.

IT'S A PLACE WHERE THE QUALITY OF COACHING, THE COMMUNITY SPIRIT, AND THE ACCESSIBILITY HAVE MADE IT A SUCCESS STORY FOR THE CITY OF CARROLLTON.

ATTENDANCE AND PARTICIPATION ARE AT RECORD HIGHS.

PROGRAMS FOR BOTH ADULTS AND JUNIORS ARE THRIVING.

LEAGUE PLAY CONTINUES TO GROW, AND PLAYER SATISFACTION IS AMONG THE HIGHEST IT HAS EVER BEEN.

OAK CREEK'S REVENUE HAS TRIPLED SINCE 2009, SHOWING THAT IT'S NOT JUST SURVIVING, IT'S THRIVING AS A PUBLICLY MANAGED FACILITY THAT SERVES THE ENTIRE COMMUNITY. HOWEVER, IF MANAGEMENT IS TAKEN OVER BY IMPACT ACTIVITIES, THAT SUCCESS AND COMMUNITY SPIRIT COULD BE AT RISK. IT'S WHERE I MET SOME OF MY CLOSEST FRIENDS, PEOPLE I SEE ALMOST EVERY DAY, AND WHERE THE COACHES SMILE AND GREET ME AS I WALK IN.

I MAY ONLY BE 12, BUT I'VE HEARD WHAT'S HAPPENED AT OTHER PLACES WHERE IMPACT ACTIVITIES RUN, PRICES GO UP, DEDICATED COACHES WILL LOSE THEIR JOBS.

WHY CHANGE WHAT'S WORKING WHEN IT? WHY CHANGE WHAT'S WORKED? IF THAT HAPPENS HERE, OAK CREEK WILL NEVER BE THE SAME.

NOT ONLY IN SCHOOL, ON THE TENNIS COURT, BUT ALMOST EVERYWHERE AND EVERY DAY, OAK CREEK IS ALL I CAN THINK ABOUT.

OAK CREEK IS NOT JUST A TENNIS CENTER. IT'S A LOVING COMMUNITY THAT MANY PEOPLE LIKE ME CALL HOME, WHERE EVERYONE IS WELCOME. IT'S WHERE FRIENDSHIP STARTS, WHERE CONFIDENCE GROWS, AND WHERE WE ALL SHARE THE LOVE OF THE GAME.

AND REALLY, YOU CAN'T PUT A PRICE ON THAT. I'VE SPENT COUNTLESS HOURS HITTING BALLS WITH MY COACH, SO MANY MORNINGS WARMING UP BEFORE A TOURNAMENT, AND INFINITE EVENINGS PLAYING PRACTICE MATCHES IN GROUP CLASS WITH FRIENDS.

I'M PRETTY NAIVE WHEN IT COMES TO CITY POLITICS, BUT ISN'T A CITY COUNCIL SUPPOSED TO DO WHAT'S IN THE BEST INTEREST OF ITS CITIZENS? BECAUSE THIS THIS BUSINESS IS NOT. I'VE TALKED TO DOZENS OF TENNIS FOLKS IN THE LAST FEW WEEKS, AND NOT ONE OF THEM SAID THEY LIKED THIS IDEA.

ALMOST TO A MAN, THEY ASKED WHY WE'RE MESSING WITH SOMETHING THAT'S ALREADY WORKING SO WELL.

I CERTAINLY DON'T HAVE AN ANSWER FOR HIM, AND I'M BETTING Y'ALL DON'T EITHER. DO YOU THINK IT WILL GET MORE PERSONALIZED SERVICE FROM A LARGER GROUP MANAGING MANY CLUBS? PERHAPS WE'LL GET EXCITED ABOUT THE HIGHER FEES AND REQUIRED MEMBERSHIP. EVEN MORE DISCONCERTING IS THE DEAL IS THE WAY THIS DEAL HAS BEEN HANDLED AND THE TOTAL LACK OF TRANSPARENCY.

I SAT ON A COMMITTEE 3 OR 4 YEARS AGO THAT REVIEWED BIDS FROM THREE OTHER TENNIS MANAGEMENT GROUPS, AND WE WERE ABLE TO TALK AMONGST OURSELVES AND WEIGH THE PROS AND CONS OF EACH OF EACH GROUP.

OAK CREEK WON OUT BECAUSE OF THE THINGS NOTED ABOVE, A POPULAR CLUB THAT PEOPLE REALLY LIKE, AND ALSO IT'S RUN BY CARROLLTON PEOPLE. WITH THAT THE TOD COMMITTEE INITIATED A DISCUSSION IN JANUARY OF 2023, AND WE STARTED TALKING ABOUT WHAT DO WE DO WITH THIS PROPERTY. HOW MANY ACRES ARE AVAILABLE TO DEVELOP RIGHT AWAY? AND SO WE COMMISSIONED AN RFP AND BEGAN LOOKING AT DIFFERENT ENGINEERING FIRMS. THIS RFP WAS RELEASED IN MARCH. I WON'T GO THROUGH THE ENTIRE CATEGORIES, BUT I WILL KIND OF HIT SOME HIGHLIGHTS.

IN NOVEMBER 2024, THE COMMITTEE RECEIVED A BRIEFING FROM STAFF ON THE NEXT NEXT STEPS.

THE PRELIMINARY STUDY FROM HAF WAS RECEIVED IN OCTOBER OF 2024.

WE BRIEFED THE COUNCIL ON WHAT WERE THE THREE SCENARIOS THAT WERE PRESENTED BY HAF, WHICH I WILL GO THROUGH HERE IN A MINUTE.

AND THEN IN LATE 2024, WHICH WAS A YEAR AGO WE DISCUSSED THE SCOPE OF SERVICES AND TALKED ABOUT RELEASING THE RFQ WITH, WITH WITH THE COUNCIL COMMITTEE. AT THAT TIME, THE MAYOR APPOINTED FOUR MEMBERS TO THIS COMMITTEE.

WE DEVELOPED THE RFQ IN JANUARY, PUBLISHED IT IN FEBRUARY, AND I WILL GO THROUGH ALL OF THE DETAILS IN THAT LATER.

WHERE WE ARE AT TODAY IS OCTOBER 28TH. AND I'M GOING TO QUICKLY GO THROUGH SOME OF THE WORK THAT THE COMMITTEE HAS DONE AND THEN TALK ABOUT THE NEXT STEPS. SO GOING TO THE EARLY YEAR OF LAST YEAR, THE COMMITTEE DISCUSSED WHAT DO WE DO WITH THIS PROPERTY. AND STAFF PRESENTED FOUR DIFFERENT OPTIONS FOR, YOU KNOW, FOR THE COMMITTEE TO LOOK AT.

I'LL GO THROUGH EACH OPTION BECAUSE I WANT TO MAKE SURE THAT WE UNDERSTAND THAT THE OPTION THAT WAS SELECTED BY THE COMMITTEE WAS A VALID OPTION.

OPTION ONE WAS TO JUST SELL THE PROPERTY IN ITS ENTIRETY.

AND AS HIS CONDITION, BASICALLY WE PURCHASE IT.

WE PUT A BILLBOARD OUT THERE, SELL IT TO ANOTHER DEVELOPER, AND OFF WE GO.

THIS HAS NOT BEEN OUR CURRENT MODEL. WE HAVE NOT BEEN DOING THAT BECAUSE WHEN WE BUY GENERATIONAL DEVELOPMENT PROPERTY, WE WE POSITION IT FOR QUALITY DEVELOPMENT. THE CONS WOULD BE TO MANAGE THE AGREEMENTS AND FACILITATE AS AN EQUITY PARTNER, BUT WE BECOME CHAMPIONS AT THIS BECAUSE WE'VE DONE THIS MANY TIMES.

OPTION THREE WAS TO SEEK A DEVELOPMENT CONSULTANT, WHICH IS WHAT SOMETIMES SOME CITIES DO.

THEY HIRE A CONSULTANT TO THE RFQ RFP PROCESS, BASICALLY SERVING THE ROLE OF A DEVELOPMENT CONSULTANT.

AND THIS THIS WAS AN EXAMPLE THAT I USED. WE HAVEN'T USED IT, BUT IT WAS USED IN FARMERS BRANCH FOR THE MERCER CROSSING.

THE CONS ON THIS WERE MANY IT IS A PAY AS YOU GO SERVICE.

TOO MANY UNCERTAINTIES, VERY TIME CONSUMING, AND WE VERY HARD TO GAUGE WHEN THAT DEVELOPMENT COULD OCCUR.

AND THEN OF COURSE LOSS OF MARKET OR RUNAWAY MARKETS BASED ON, BASED ON THE CONSULTANT'S GUIDANCE.

AND THEN OPTION FOUR WAS TO MANAGE THE DEVELOPMENT OF THE SITE IN-HOUSE.

WE DID THIS ONE TIME. I THINK IT WAS VERY TAXING.

WE DID THIS AT THE RAEFORD ROAD DEVELOPMENT. THE CITY PLAYED THE MASTER DEVELOPER ROLE.

THIS IS NOT OUR CORE FUNCTION. AND THE TOD COMMITTEE SELECTED OPTION TWO TO MOVE FORWARD WITH THE MASTER DEVELOPER.

BY DOING SO ONCE THE ENGINEERING STUDY CAME FORWARD THE FEASIBILITY STUDY WAS, WAS MORE, MORE TO DO WITH THE ENGINEERING PORTION OF BOUNDARY VERIFICATIONS, TOPOGRAPHIC SURVEY, A VERY INTENSE STUDY THEY PROVIDED, WHICH IS HALF AN ASSOCIATES PROVIDED THE OPTIONS FOR RECLAMATION, AND I'LL GO THROUGH THOSE THREE OPTIONS REAL QUICKLY.

THE SMALLEST RECLAMATION WAS ABOUT 28 ACRES FOR DEVELOPMENT OUT OF THE 121 ACRES SELF-CONTAINED VALLEY STORAGE ON SITE.

THAT MEANS THERE WOULD BE NO OFF SITE REQUIREMENTS.

THERE WOULD BE NO FRONTAGE OFF OF IS 35 AND NO WETLAND IMPACTS WITH THIS SCENARIO.

SO BASICALLY IN SUMMARY, OPTION ONE WAS SELF-CONTAINED SCENARIO WHERE ALL THE VALLEY STORAGE WOULD BE ON SITE.

NOTHING WOULD BE OFF SITE. OPTION TWO, WHICH WAS THE MIDPOINT LARGE SCALE RECLAMATION, ABOUT 54 ACRES OF DEVELOPMENT THAT COULD BE PULLED OUT. ALL AREAS IN GREEN AND PURPLE WOULD BE PART OF THE RECLAMATION.

THERE WOULD BE NO ON SITE VALLEY STORAGE. EVERYTHING WOULD BE OFF SITE.

AND THEN OBVIOUSLY WE WOULD WE WOULD GAIN THE IS 35 FRONTAGE AND ABOUT 0.5 ACRES OF IMPACT ON WETLANDS.

AND THEN OPTION THREE WAS TO LOOK AT THE LARGEST SCENARIO.

WITH THIS SCENARIO, WE COULD DO A LARGE SCALE RECLAMATION OF ABOUT 100 ACRES OUT OF THE 121 ACRES.

THERE WOULD BE NO ON SITE VALUE STORAGE. I'M NOT GOING TO GET INTO ALL THE DETAILS OF HOW THAT WORKS,

BUT A LOT OF THAT VALUE STORAGE WOULD HAVE TO EITHER BE OFFSITE OR HAVE TO BE PURCHASED DOWNSTREAM.

IT WOULD OBVIOUSLY HAVE I-35 FRONTAGE ROAD, AND THERE WOULD BE ABOUT 25 ACRES OF WETLANDS.

WHEN COUNCIL STARTED LOOKING OR WHEN THE TODD COMMITTEE STARTED LOOKING AT THIS SITE WE WE KNEW THAT THE STUDY, THE ENGINEERING STUDY WOULD TAKE A VERY LONG TIME. AND SO WE WANTED TO POSITION THE TODD COMMITTEE AS TO WHAT DO WE SEE ON THIS SITE.

WHAT IS THE DEVELOPMENT PATTERN THAT YOU ARE LOOKING FOR? I'LL GET INTO THAT REAL QUICKLY. SOME OF THE, SOME OF THE OBJECTIVES OF THE TODD COMMITTEE LAID OUT THE STAFF WAS TO CREATE A SUSTAINABLE AND VIBRANT DESTINATION DISTRICT.

I THINK THAT WAS ONE OF THE TOP GOALS TO PROMOTE A HIGH QUALITY DEVELOPMENT.

OBVIOUSLY WE WE WE DON'T WANT TO JUST PUT, YOU KNOW SHOE BOX DEVELOPMENT IN THERE.

THEY WANTED TO ENHANCE THE VALUE OF THE SUBJECT PROPERTY, WHICH IS BASICALLY TAKING IT FROM THE VALUE THAT WE PAID TO A MUCH HIGHER VALUE, AND THEN LOOK AT COORDINATED, PLANNED LAND USES, NOT SOMETHING THAT'S JUST HAPHAZARD, BUT SOMETHING THAT'S VERY COORDINATED.

AND IN TURN, THEY ENDED UP HERE, WHICH WAS A VARIETY OF DEVELOPMENT THAT INCLUDES, BUT NOT LIMITED TO ONE OF A KIND ENTERTAINMENT VENUE, CLASS A, CLASS A FULL SERVICE HOTEL, CONFERENCE CENTER, RETAIL USES, AND SOME AND SOME HIGH DENSITY RESIDENTIAL AND OR OFFICE THAT COULD BE CONSIDERED. HOW? WHY IS THAT? BECAUSE I THINK THE THE THE IDEA THERE WAS OR THE NARRATIVE THERE WAS TO NOT COMPETE WITH TRINITY MILLS STATION AND TO LOOK FOR SOMETHING THAT IS VACANT CURRENTLY IN THE MARKET IN THE CARROLLTON MARKET.

AND THAT WAS ENTERTAINMENT. SO WE SUBMITTED AN RFQ, WHICH IS A REQUEST FOR QUALIFICATIONS.

WE RECEIVED THREE SUBMISSIONS. ONE WAS FROM ALPINE X, THE OTHER ONE WAS FROM INTEGRAL URBAN, WHO IS OUR MASTER DEVELOPER CURRENTLY ON THE TRINITY MILL STATION SITE AND MMR REALTY.

I WON'T GO THROUGH THE ENTIRE EVALUATION CRITERIA, BUT STAFF DID EVALUATE EACH ONE OF THESE AND THEN SUBMITTED THE FOLLOWING OPTIONS TO THE TOD COMMITTEE. WE OFFERED FOUR OPTIONS. OPTION ONE WANTS TO INTERVIEW WAS TO INTERVIEW ALPINE, ACCESS THE TOP SUBMISSION AND THEN OBVIOUSLY LOOK AT ALPINE ACCESS AND INTEGRAL AND OR LOOK AT ALL THREE DIFFERENT OPTIONS.

AND IF THERE WAS NOT SATISFACTION, WE COULD GO BACK OUT FOR ANOTHER RFQ AND START THE PROCESS AGAIN.

STAFF RECOMMENDED OPTION ONE, WHICH WAS TO INTERVIEW ALPINE X WHICH IS WHERE THE COMMITTEE LANDED.

ALPINE X WAS INTERVIEWED AND BASED BASED ON THEIR EXPERIENCE IN MODERN STREAMLINED ESTHETICS WITH VERY VERTICAL, DENSE, HIGH QUALITY DEVELOPMENT EXPERIENCE IN A VARIETY OF DEVELOPMENT, INCLUDING BUT NOT LIMITED TO ONE OF A KIND ENTERTAINMENT VENUES WITH HOTEL, CONFERENCE CENTER AND RETAIL USES. AND THEN, OF COURSE SOMEONE WHO DOES HAVE A LITTLE BIT OF THE RESIDENTIAL AND OFFICE MIXED USE DEVELOPMENT EXPERIENCE AS WELL. ONE OF THE THINGS THAT THE COMMITTEE FOCUSED ON WAS ALSO SOME OF THE NEGATIVE SPACE THAT IS PRESENT AT THE NCTA SITE OR THE DISTRICT 35 EAST SIDE. OBVIOUSLY THERE HAS TO BE AN ENTERTAINMENT VENUE OR SOMEONE OUT THERE THAT LOOKS FOR WOODED AREAS, AREAS WITH, WITH, WITH WATER TO USE AS AN AMENITY IN ALPINE X FIT THAT BILL.

SUBSEQUENT TO THAT, WE STARTED LOOKING AT PUTTING THE RFP, WHICH IS THE REQUEST FOR PROPOSALS, AGAIN, A VERY LENGTHY PROCESS, BUT WE DID WANT TO PRESENT THE SCOPE OF SERVICES TO THE COMMITTEE, AND THE FOLLOWING WERE AS SUCH. NUMBER ONE, WE STARTED LOOKING AT THE STRATEGIC PLANNING DOCUMENTS.

I WON'T GO THROUGH THE WHOLE LIST, BUT WE LAID OUT EXACTLY WHAT THE CITY CITY'S TOD COMMITTEE WANTED OUT OF THIS RFP PROJECT.

CONCEPT AND PLAN. ONE OF THE MAIN AREAS OF FOCUS IS FLOOD FLOODPLAIN AND VALLEY STORAGE MITIGATION.

I THINK THAT'S VERY IMPORTANT FOR THIS SITE IS HOW DO YOU PULL OUT THE BEST ACREAGE OUT OF THE SITE, AND WHAT ARE SOME OF THE REGULATIONS THAT WE'LL HAVE TO DEAL WITH WITH THE CORPS? AND AT SOME POINT, WHAT WILL BE THE COST OF DOING ALL OF THAT? WE WANTED TO DETERMINE THAT. AND THEN, OF COURSE, THE FINANCIAL PROPOSAL, PROJECT SCHEDULE AND FINANCIAL QUALIFICATIONS AND STATEMENTS, AND THEN THE MASTER DEVELOPER DEVELOP RESPONSIBILITIES.
