NOW HER FIRST LEVEL SHELTER ACTIVATION IS THAT RED CROSS WILL COME AND RUN EVERYTHING WITH THEIR STAFF AND WE WILL PROVIDE... THE SECOND LEVEL IS RED CROSS WOULD BRING THEIR STAFF AND WE WOULD PROVIDE EQUIPMENT, WHICH WE HAVE HERE, AND THAT'S INTO LEVEL TWO.

THIRD LEVEL IS THAT RED CROSS WILL SEND THEIR LEADERS ONLY, AND WE PROVIDE THE EQUIPMENT AND THEN OUR VOLUNTEERS TO BASICALLY WORK UNDER THE RED CROSS LEADERS.

SO WE ARE STILL NOT TAPPING CITY STAFFING.

ONLY AT LEVEL FOUR IF RED CROSS CAN DEPLOY WITHIN OUR VOLUNTEERS AND RUN THINGS WITH STAFF AS NEEDED, IT WOULDN'T BE LIKE LAST TIME, AND NO ONE WOULD BE ASKED TO SACRIFICE THEIR ENTIRE TIME FOR IT. AND THEN THE EQUIPMENT PIECE OF IT, WE BUILT THE SHELTER TRAILER, WHICH INCLUDES EVERYTHING THAT WE NEED TO SHELTER 100 PEOPLE FOR THREE DAYS, INCLUDING THEIR ANIMALS RICHET ALSO INCLUDES FUNCTIONAL ACCESS NEEDS AND EQUIPMENT LIKE RAMPS.

WE HAVE WALKERS AND CANES FOR REGULAR AND OTHERS.

AND WE BUILT A VOLUNTEER GROUP TO BE TRAINED ON IT TO GIVE US OUR OWN VOLUNTEER GROUP. WE HAVE SO MAY PEOPLE IN THE CITY WHO WANT TO HELP. WE'VE BUILT NOW THE STRUCTURES.

SO CARROLLTON IS AFFECTED AND WE DO REPRESENT THIS AND WE ARE SO PROUD TO HAVE OUR VERY OWN ADVOCATE FROM HERE, AND THIS IS ROBIN. [APPLAUSE]

>> GOOD EVENING. I DON'T THINK THAT IT IS POSSIBLE TO OVERSTATE THE IMPORTANCE OF CHILD ABUSE PREVENTION. FINANCIALLY, THE COST OF PREVENTION IS MUCH LESS THAN THE COST OF SUPPORTING THE VICTIMS AND REEDUCATING AND REFORMING THE ABUSERS.

BUT AS AN ADVOCATE, I SEE THE HUMAN SIDE OF THIS.

I SEE THE COST OF THE TRAUMA THAT IS CAUSED BY ABUSE.

AND WHEN I SAY THAT, YOU KNOW, FROM CHILDHOOD THROUGH TO ADULTHOOD IN A LOT OF CASES. A LOT OF THESE KIDS NEVER GET OVER THE ABUSE AND THE SEPARATION FROM THEIR PARENTS.

AND WHAT THAT MEANS IS THEY STAY IN THERAPY FOR YEARS.

A LOT OF THEM DROP OUT OF SCHOOL.

THEY NEVER FINISH. THE ONES THAT DON'T DROP OUT, MOST OF THEM DON'T GO TO COLLEGE.

AND THAT COSTS EVERYBODY. WE LOSE PRECIOUS RESOURCES WHEN THAT HAPPENS. SO I THINK BECAUSE OF THAT IT IS IMPORTANT FOR ALL OF US TO DO OUR PART IN PREVENTING CHILD ABUSE. [APPLAUSE]

AND WHAT WE CAME UP WITH OR WHAT OTHER COMMUNITIES DO IS THEY ESSENTIALLY REQUIRE A LETTER THAT A DEVELOPER WOULD HAVE TO GET FROM THE VARIOUS COMPANIES INSTEAD OF HAVING THEM -- GO TO THE UTILITY COMPANIES AND SIGNS A PLAQUE.

THE WAY THE CHECKS AND BALANCES WOULD WORK AS WE GET A BLACK LINE BEFORE WE SIGN-OFF, WE WILL NOW BE SENDING THAT OFF TO OUR UTILITY COMPANIES FOR THEM TO REVIEW AND THEN IT WOULD BE THE DEVELOPER'S RESPONSIBILITY TO GET THE LETTER FROM EACH OF THE COMPANIES BEFORE WE SIGN OFF.
