YOU KNOW EVERY DEPARTMENT IN THE CITY HAS A STATSEGGIC BUSINESS PLAN REVIEWED AND UPDATED ANNUALLY AS A PRECURSEOS TO THE BUSINESS PROCESS. IT IS AN ASTRO WE HAVE DONE FOR DECADES. AS PART OF THE PROCESS.

EVERY DEPARTMENT LEADERSHIP TEEN IS ASKED TO CAST A THREE-YEAR VISION FOR THEIR OPERATION. THEY CONSIDER FACTORS LIKE MARKET CONDITIONS, AND CHANGES IN THE LEGISLATURE, EMERGING TECHNOLOGIES. THE ELEMENT OF A SWAT ANALYSIS AND OTHER THINGS THAT MIGHT EX THEIR OPERATION.

FROM THAT VISION, THE DEPARTMENTS WILL THEN SET A THREE YEARS WORTH OF GOALS. AS WELL AS THE INCREMENTAL OBJECTIVES AND DELIVERABLE TO PROGRESS THOSE FORWARD.

THERE'S ALSO A SECTION THEM TO DESIGN THEIR RESOURCE REQUIREMENTS. THAT'S THE THINGS THAT THEY NEED TO ACHIEVE THEIR GOALS. THOSE RESOURCE REQUIREMENTSES OFTEN MANIFEST AS ATBS THAT YOU SEE IN YOUR BUDGET EVERY SUMMER.

SO, NATIONAL TEAMED TO THEIR STRATEGIC PLANS EVERY DEPARTMENT, ALSO MAINTAINS SET OF KEY MUCHANCE INDICATOR OR KPIS. DEPARTMENT LEADERSHIP WILL UPDATE THESE MEASUREMENTS EVERY MONTH AND SUBMIT THEM TO STRATEGIC SERVICES EVERY QUARTER.

STRATEGIC REVIEWS THEM AND LOOK FOR OPPORTUNITIES TO CELEBRATE, AND ALSO EMERGING TRENDS THAT WE MAY NEED TO PROACTIVELY ADDRESS.

THIS KPI TRACKING PROCESS IS ALSO SOMETHING WE HAVE DONE, IT IS A LONG-STANDING PRACTICE. SO, OUR STRATEGIC PLANS ARE IN WORD. AND KP CIRCUMSTANCE IN EXCEL SPREADSHEETS. BOTH ARE USEFUL TRIED AND TRUE TOOLS, BUT COME WITH SOME LIMITATIONS.

MOST NOTABLY THESE TOOLS DON'T NATURALLY CONNECT TO ONE ANOTHER. FOR THE PURPOSES OF EFFECTIVE, OPERATIONAL PERFORMANCE MANAGEMENT, WE REALLY NEED THEM TO. HOW DOES A DEPARTMENTS KPIS INFORM THE PROGRESS OF THAT DEPARTMENT'S GOALS? AND HOW DO THE RESOURCE INVESTMENTS THAT APPROVED BY

COUNCIL DURING BUDGET. INFLUENCE THE DEPARTMENT'S PERFORMANCE? IF THE RESOURCE IS FUNDED DID IT HAVE THE IMPACT WE THOUGHT IT WOULD HAVE.

SO THE CITY HAS COMPLETED SEVERAL MAJOR PLANNING INITIATIVES OVER THE LAST, COUPLE OF YEARS.

WE HAVE UPDATED MASTER PLANS. WE HAVE A STAINABILITIES PLAN.

A LONG-RANGE VISION PLAN AND CONTINUE TO PRIORITIZE COUNCIL HMA AMELEL AND HOW DO THE DEPARTMENT STRATEGIC PLANS SUPPORT THESE ADDITIONAL PLANNING INITIATIVES.

THE PARKS MASTER PLAN IS GOING TO EXTEND OUTSIDE OF PARKS AND RECREATION. THERE ARE ALMOSTS IN THERE FOR ENGINEERING AND FOR FINANCE, AND FOR MARKETING AND FOR OTHERS.

HOW DO THOSE DEPARTMENT PLANS ALIGN WITH AND ADVANCE THE PARK'S MASTER PLAN? AND HOW DO ALL OF THESE PLANNING INITIATIVES ALIGN WITH COUNCIL'S OWN GOALS AND THE HEART VISION PLAN INITIATIVES AND PERHAPS THE MOST IMPORTANT QUESTION, HOW DO WE COMMUNITY PROGRESS TO THE COMMUNITY IN AN EASILY DIGESTIBLE WAY? ONCE AGAIN, THESE ARE QUESTIONS THAT ARE BEST ANSWERED WITH A VISSIZATION TOOL RATHER THAN DOZENS OF STATIC DOCUMENTS LEFT UP TO INTERPRETATION.

THAT'S WHERE CAVINGADE ENTERS THE PICTURE.

SO, AFTER A MOUNTAIN OF RESEARCH AND DEMOS AND SOME CONVERSATIONS WITH NEIGHBORING WE LANDED ON CASCADE VISION STRATEGY AS THE RIGHT TOOL FOR CARROLLTON. LIE NOTE THAT THERE ARE SEVERAL STRATEGY VISSULIZATION BUILT FOR MUNICIPALITIES WE LOOKED AT THEM AND THOUGHT WE CONSIDERED THEM OUR ORGANIZATIONAL PHILOSOPHY HAS LONG, SINCE BEEN TO OPERATE THE CITY OF CARROLLTON AS A SERVICE BUSINESS. SO CASCADE IS ALLOWING US TO COMPREHENSIVELY VISUALIZE ACROSS THE ORGANIZATION ABOUT HOW WE ARE CONTRIBUTING TO AA ACHIEVING COUNCIL'S GOALS FOR THE COMMUNITY I PLANNED TO PROVIDE A MORE IN-DEPTH OVERVIEW WHERE WE'RE AT DURING THE STRATEGIC PLANNING SESSION THIS SUMMER. JUST AS WE ARE RIGHT NOW, I CAN SHARE THAT WE'RE ROUGHLY HALF WAY TO COMPLETION ON THIS PHYSICAL YEAR, WHICH SHOWS WELL SINCE WE'RE HALFWAY THROUGH THIS YEAR. SO, MOVING ON TO THE BRIEF UPDATE ON THE DESTINATION 2040 PLAN.

AT THE BEGINNINGS OF THIS BE PRESENTATION, I MENTIONED THAT OUR DEPARTMENT LEVEL STRATEGIC PLANS OPERATE ON A THREE-YEAR CYCLE. EACH DEPARTMENT COMPLETES A FULL UPDATE OF THEIR STRATEGIC PLAN. EVERY THIRD YEAR AND THE ESTABLISHED GOALS FOR THE NEXT THREE YEARS.

IN YEARS, TWO AND THREE THEY CAN MAKE MINOR ADJUSTMENTS TO THE DELIVERABLES BUT THEY LARGELY STAY THE COURSE.

JUST LAST MONTH THE DEPARTMENTS COMPLETED THEIR THIRD ASK FINAL UPDATE TO THE THREE-YEAR VISIONS INITIALLY ESTABLISHED AT THE START OF THE 2025. WHICH MEANS, THAT NEXT YEAR WE WILL ALL BE DOING FULL PLAN UPDATES, AS CROSS THE ORGANIZATION FOR THE NEXT THREE YEARS.

IN PREPARATION FOR THAT WORK, I WANTED TO UNDERSTAND HOW WE ARE PROGRESSING ON THE VISION PLAN OBJECTSTIVESES, USING THE DEPARTMENTS GOALS ALREADY IN PLACE MY SENSE WAS THAT MOST OF THE VISION PLAN OBJECTIVES ARE ALREADY BEING ADDRESSED, PLANNED FOR OR TRACKED. BUT THERE WERE LIKELY AREAS THAT WERE IN NEED OF SOME ADDITIONAL STRATEGIC FOCUS.

AFTER CREATING THIS PRELIMINARY DASHBOARD, I WAS RIGHT.

SO, I BE WANT TO SHOW YOU THIS SNAP SHOT FROM REVITALIZED ONE OF THE VISION PLAN OBJECTIVES IN THIS CATEGORY IS TO INSURE PURPOSEFUL DEVELOPMENT AND REDEVELOPMENT THROUGHOUT THE CITY. UNDER THAT OBJECTIVE IS A DELIVERABLE FOCUS ON EMPHASIZING TRENDS DOWN HERE AS WE REVIEWS THE CURRENT DEPARTMENT STRATEG PLANS WE COULD ONLY FIND ONE WITH OBJECTIVE TO SUPPORT THIS DELIVERABLE THAT DEPARTMENT WAS DEVELOPMENT SERVICES.

WHICH MAKES SENSE, BECAUSE THEY NATURALLY ARE MONITORING DEVELOPMENT TRENDS, AS A PART OF THEIR JOB.

HOWEVER, THERE ARE OTHER DEPARTMENTS THAT SUPPORT THIS WORK. SO ECONOMIC DEVELOPMENT, ENGINEERING, PUBLIC WORKS, POLICE, FIRE, THEY ALL HAVE ELEMENTS THAT SHOULD BE HERE. IT ALSO RAISES A QUESTION ABOUT KPIS, WHETHER THE METRICS ARE BEING TRACKED CURRENTLY OR NEED TO BE DEVELOPED, WHAT CONSCIOUS PIS CAN REALIGN TO PROW THAT QUANTITATIVE MEASURE OF PROGRESS.

THESE ARE THINGS WE NEED TO THINK ABOUT IN THE NEXT FEW MONTHS, BEFORE WE START THE FULL PLAN UPDATES.

BY BUILDING THIS CASCADE DASHBOARD, EVEN IN THE EARLY FORM, WE HAVE ALREADY GAINED SOME VALUABLE INSIGHTS WHERE ADDITIONAL FOCUS IS, AND AS DEPARTMENTS COMPLETE THEIR FULL, STRATEGIC PLANS NEXT YEAR, THEY'LL DO SO WITH THE VISION PLAN AT THE FRONT OF THEIR MIND. ONCE THOSE PLANS HAVE BEEN FINALLESED THEN WE CAN BILL A FINAL CASCADE DARK BOARD THAT WILL REFLECT THE COMPLETE PICTURE OF ALL OF OUR EFFORTS ACROSS THE ORGANIZATION.
