THE SCHOOL IS LOCATED AT SCOTT MILL ROAD WHICH IS THE ONLY ACCESS INTO THE SCHOOL. A PRETTY GOOD-SIZED SCHOOL. AND THE NEIGHBORHOOD IS IMPACTED QUITE A BIT BY THE TRAFFIC IN AND OUT. SO ON THE FIFTH, I WENT TO WATCH THE CLOSING OF THE SCHOOL, WHICH IS THE TIME THAT THE TRAFFIC IS THE WORST. WHEN I GOT THERE AT 2:00 P.M., CARDS WERE ALREADY LINING UP ALONG THE SHOULDER OF THE ROAD. AT CLOSING TIME AT 2:55, THERE WERE 50 CARS LINED UP ALONG SCOTT MILL ROAD. GOING NORTH ALMOST ALL THE WAY UP. THE LINE OF CARS BEGAN MOVING SLOWLY ON THE SHOULDER, PASSING THE NORTH PICKUP POINT AND PROCEEDING TO THE SOUTH PICKUP POINT. WHICH SEEMED KIND OF BACKWARDS TO ME AND CAUSED SOME CONFUSION. AND IN ADDITION, THERE WERE SIX CARS THAT BLOCKED THE SOUTHBOUND DRIVING LANE TO SCOTT MILL AS THEY ATTEMPTED TO ENTER THE NORTH PICKUP POINT. IT ALL SOUNDS KIND OF CONFUSING. BUT BASICALLY, THEY TOOK THE ONE LANE ROAD THAT SHOULD BE GOING STRAIGHT THROUGH AND BLOCKED IT AND SAT THERE WAITING TO GET THROUGH. WHICH IS A HAZARD IN CASE YOU HAVE TWO EXIT. POLICE CAN'T GET THERE IN TIME. SOME CARS PULLED INTO THE SOUTH PARKING LOT AND WALKED THE KIDS TO THE SOUTH PICKUP POINT. WHICH THE SCHOOL IS NOT SUPPOSED TO ALLOW THEM TO DO THAT. SO MY QUESTION IS, WITH 178 MORE STUDENTS BEING PLANNED WITH THE NEW ADDITION, WHAT WILL BE THE IMPACT OF APPROXIMATELY 89 MORE CARS AFTER THE 2:55 P.M. SCHOOL TIME CLOSING MAGA MOST OF THE KIDS THAT ARE COMING ARE ADDING ON PRESCHOOL KIDS THAT WILL BE DRIVEN TO SCHOOL AND PICKED UP AFTERWARDS, PROBABLY ONE CAR FOR EVERY KID. THE PRESCHOOL IS A MORNING SESSION AND AN EVENING SESSION SO OF THOSE 178 MORE STUDENTS, THAT'S WHAT I CAME UP WITH, 89, WOULD HAVE -- HAVE TO GET IN THE LINE. AND THERE ISN'T ROOM IN THAT LINE TO QUOTE PAST FRANKFORD IF THEY WERE ALL THERE. AND FOR THAT REASON, THEY DELIBERATELY PUT RESTRICTIONS IN PLACE TO ENSURE THAT CERTAIN USES WOULD NOT BE ALLOWED AT ALL WITHIN PD-005. AND THAT INCLUDED ANY AUTOMOTIVE RELATED USES, INCLUDING GAS STATIONS. SO RIGHT NOW THERE IS CURRENTLY THREE GAS STATIONS THAT ARE ALONG TRINITY MILLS AND THE TURNPIKE. AND ALL THREE OF THEM, MET WITH GAS STATIONS, USUALLY WOULD REQUIRE A SPECIAL USE PERMIT. PD-005 WAS HIGHLIGHTED IN BLACK ON THE LEFT SIDE OF THE SCREEN. THE YELLOW AREA BEING THE WALMART PROPERTY WHICH IS WHERE THE LOCATION OF THE WALMART FACILITY WILL GO. SO WITH THE APPLICANT IS PROPOSING IS A 1400, 1500 SQUARE FOOT STORE ALONG WITH CANOPY GAS STATION -- GAS PUMPS AND YOU CAN TAKE A CLOSER LOOK AT THAT. THE BUILDING, HOWEVER, IS ORIENTED SUCH THAT IS PERPENDICULAR TO THE SERVICE ROAD. AS YOU KNOW ON THIS PART OF THE SERVICE ROAD, TRAFFIC IS RUNNING WESTBOUND. THAT MEANS THE FIRST THING YOU'LL SEE IS THE EASTERN FACADE. SO THE C-STORE IS LOCATED ON THE FAR SOUTHEAST SIDE OF THIS TRACK OF LAND. AND SO THE STORED FACE BASICALLY TO THE LEFT AND TO THE WEST. SO TRAFFIC IS BEING DIRECTED FROM RIGHT TO LEFT OR FROM EAST TO WEST ALONG THE SERVICE ROAD ON THE SOUTH SIDE OF THE LANE. WE HAVE CONCERNS ABOUT THE ORIENTATION, LET ALONE THE PRECEDENTS OF WHAT USES ARE LIMITED WITHIN THIS PD. HOWEVER THE APPLICANT DID PROVIDE LANDSCAPING IN THE FORM OF TREES, SHRUBS AND ORNAMENTALS ALONG THE BUFFER BETWEEN WHERE THE EXISTING DRIVEWAY IS LOCATED , THAT PARALLELS WESTBOUND TRINITY MILLS. AND THEY ALSO PROVIDED -- THEY ARE PROVIDING SOME TREES ALONG THE EDGE OF THE EXISTING DIVIDED DRIVE A WHICH RUNS TO SOUTH TO WALMART. THE TRAFFIC STUDY WAS PROVIDED AND IT WAS ACCEPTABLE. THE TRANSPORTATION DEPARTMENT REVIEWED IT AND IT WAS ACCEPTABLE. THEY WILL ALSO PROVIDE A RIGHT TURN BAY BACK YOU CAN BARELY SEE IT WITH THE ENHANCED LANDSCAPE, ESSENTIALLY THEY WILL PROVIDE THE DECELERATION LANE SO THAT IT PROVIDES AT LEAST SOME RELIEF AS FAR AS TRAFFIC COMING INTO THE SITE AND TAKES CARE OF THE EGRESS COMING OUT. SO IT WILL PROVIDE THAT TYPE OF PROTECTION THERE. IS PER SIDED -- PROVIDED FACADES FOR THE BUILDING, WHICH INCLUDES THE WEST ELEVATION, THAT IS THE PART THAT IS FACING OUT AND AWAY FROM WHERE THE TRAFFIC IS COMING. THE SOUTH ELEVATION WILL HAVE A SMALL PROPANE KIOSK THAT FACES CLOSEST TO THE STREET AND IT JUST HAS A BLANK WALL. AND OUR OTHER CONCERN IS FOR THE EAST ELEVATION WHICH WILL MERELY HAVE THE LOWER LEFT -- WILL MERELY HAVE A BLANK WALL. AND ALSO, BASICALLY FOR THE DRAINAGE FROM THE ROOF. SO IT DOESN'T HAVE THE ELEMENTS THAT I JUST SHOWED YOU ON THE OTHER EXISTING GAS STATIONS THAT ARE FAR OLDER THAN THIS ONE BEING PROPOSED. ON THE NORTH ELEVATION, OBVIOUSLY THAT FACES AWAY FROM THE STREET, AWAY FROM WHERE THE VISIBILITY IS AND THEY HAVE A WALL PROVIDING THE COLORATION TO MATCH THE WALMART THAT IS ON-SITE. THEY ARE PROVIDING A CANOPY AS YOU KNOW THAT IS ALSO PERPENDICULAR TO THE ROAD. SO THE FUEL PUMPS WILL BE PROVIDED, THEIR DOUBLE LOADED WHICH MEANS CARS CAN BE SERVICED THERE ON THE SITE. AND THEY PROVIDED A 3D DRAWING. THIS IS ORIENTED SO YOU ARE FACING OUT TO KIND OF EAST. SO THE FRONT FACADE FACES OUT, AWAY FROM WHERE THE TRAFFIC COMES IN. AND I LIKE TO FIND WAYS TO GET IN AND OUT ON THE WAY TO WORK AND PICK LOCATIONS THAT WORK EASIEST FOR ME. FOR PEOPLE HEADING WESTBOUND ON GEORGE BUSH, THERE'S NOT A GAS STATION WITHIN 3 MILES. OTHER SURROUNDING STATIONS WOULD CAUSE YOU TO SIT THROUGH SEVERAL LIGHT SIGNALS. IS LIVING RIGHT ACROSS FROM THERE, WE WOULD HAVE KIDS WHAT KIND OF CROSS KELLER SPRINGS THAT I HAD TWO DIFFERENT INCIDENCES WHERE I HAD PROPERTY STOLEN, BICYCLES ON SEPARATE OCCASIONS. WE WOULD HAVE TRASH LEFT IN THE YARD FROM KIDS COMING THROUGH. WE TRY TO BE GOOD NEIGHBORS AND ALLOW KIDS TO CROSS THROUGH. BUT I REALIZE WHAT THEY WERE DOING IS CROSSING THE STREET AND THEN THEY KIND OF PUSHED OUR FENCE. THERE IS A LITTLE GAP BETWEEN THE CONCRETE NEIGHBORHOOD DIVIDERS. THEY HAD SORT OF PUSHED IT LOOSE AND WERE SQUEEZING THROUGH THE GAP AND BASICALLY COMING INTO OUR PROPERTY THROUGHOUT DRIVEWAY. AND LIKE I SAID, WE HAD PROPERTY STOLEN ON A COUPLE DIFFERENT OCCASIONS SO I HAD TO GO OUT AND CHARRETTE UP AND CEMENTED IN A POLL THAT MUCH STRONGER FENCE. AND TO BE FAIR, THAT TOOK CARE OF THE PROBLEM. IT HAS BEEN MANY YEARS AND I HAVEN'T HAD ANY ISSUES AT ALL. IT HAS BEEN RELATIVELY QUIET, WE HAVE BEEN HAPPY. SO I WOULD HAVE CONCERNS WITH THAT MANY MORE KIDS, THAT LARGE OF A COMPLEX IN A RELATIVELY TIGHT SPACE, AND BETWEEN THAT RESIDENTIAL AREA. AND I DO HAVE CONCERNS. LIKE HOW MANY OF THESE ALTERNATIVE SCHOOLS TODAY HAVE AROUND THE SCHOOL DISTRICT? I CANNOT IMAGINE THIS WILL BE THE MAIN ONE OR THE ONLY ONE FOR THE BRANCH. SO HOPEFULLY -- I WOULD RATHER SEE THEM SPREAD OUT. I CANNOT IMAGINE PUTTING ONE OF THESE IN CASTLE HILLS. BUT IF THIS IS WHERE YOU WANT TO PUT IT, I HOPE THIS ISN'T THE ONLY ONE FOR THE ALTERNATIVE, AS I SAID, NOT TO SOUND LIKE A GRUMPY OLD MAN OR ANYTHING, BUT I JUST HOPE YOU REALLY CONSIDERED THE AREA THAT THIS IS GOING IN AND REALLY CONSIDER IF -- EVEN IF YOU HAVE TO TAKE A LOOK, IF THEY COMPLEX THAT SIZE WOULD FIT ON THAT RELATIVELY SMALL PROPERTY, THANK YOU. >> SO THIS IS A PUBLIC HEARING. I ALSO WANTED TO NOTE THAT THE PROGRAMS RUN DIFFERENT SCHEDULES, WHICH WILL HELP THE TRAFFIC IN THE AREA. THE DAP PROGRAM COMES IN AT 7:00 A.M. AND THEN THEY ARE RELEASED AT 2:20. THE DIPLOMA STUDENTS COME LATER IN THE MORNING AT 8:20 AND THEY ARE OUT BY 1:00 P.M. SO THAT ALSO HAS AN OFFSET IN THE TRAFFIC OF THE AREA. AND ABOUT THE SCHOOL ZONE, WE HAD A MEETING EARLIER THIS WEEK WITH THE PRINCE FULL OF THE FACILITY AND THEY MADE US AWARE THERE IS NOT A SCHOOL ZONE AND SO WE ARE ACTUALLY GOING TO BE REACHING OUT TO THE CITY TO REQUEST THAT. WE ARE PROVIDING DUAL LANE QUEUEING SO THAT WE HAVE CAPACITY ON SITE SO IT CAN BE CONTAINED WITHIN THE SITE.
